The purpose of irrigation is to counteract the effects of drought, ensuring the plants' water supply throughout the course of their development. It is not possible to determine to what extent rainwater stops supplying the needs of plants without knowing what these needs are. Determining the intensity and amount of evaporation and transpiration from land surfaces, under different types of vegetation cover and in different parts of the country, has long been one of the most important problems to be investigated.
